Commonwealth Waybill Tools© is a Microsoft Access based software application and database. It helps users research the typical freight rates charged by the railroads for moving a type of product over a given traffic lane. It can also be used to analyze the rates and volumes of all competitive traffic feeding a common destination point, regardless of origin.

The output is a Competitive Analysis Report that shows the typical, maximum, and minimum freight rate being charged for moving rail freight that match the user's origin, destination, and product class. The report also shows the annual percentage escalation or de-escalation of overall freight rates for that product class over the last several years.

Waybill Tools is used extensively in our consulting studies and is available to clients for purchase or lease. Annual updates are provided for the database as part of the maintenance agreement. This information can be used by shippers as a tool for rate negotiations and competitive analysis.

Where The Data Comes From

Each year, the AAR provides to the Surface Transportation Board a 3% stratified sample of the rail traffic across all the commodity segments. This annual Public Waybill sample has approximately 500,000 records of data and spans across numerous commodity segments.

Waybill Tools uses a commodity specific subset of the Public Waybill that reduces the size of the data to only those records of interest to a client. The products modules made available can be customized to cover their unique needs.
