The current sampling procedure does not show Mexican imports into the US. And rail traffic exported from the US-to-Mexico is shown terminating at the US border. While Canada-to-US import data is shown, there are limits on the availability of US-to-Canada export data.
Surface Transportation Board (Board) Chairman Linda J. Morgan announced on Oct 24, 2001 the Board's decision to revise the waybill sampling procedures to require railroads moving traffic over the US to include US-to-Mexico and US-to-Canada export traffic in the annual carload waybill sample.
We may expect to see the new Mexico and Canada data in the 2002 Waybill Sample (which would be released in the fourth quarter of calendar 2003).
