Handles negotiations with rail carriers, prepares filings before the STB, supervises competitive benchmark studies, rail operations studies, and rail costing analysis. Previously worked for A.T. Kearney, Inc. Management Consultants, Illinois Commerce Commission, M.L. Hall & Associates, and G.W. Fauth & Associates, Transportation Consultants.

Illinois Commerce Commission projects included work as a case manager in investigations and proceedings pertaining to the regulation of railroads and motor carriers. Analyzed data submitted by proponents and protestants in Commission proceedings. Served as an expert cost and financial witness in Commission hearings.

A.T. Kearney projects included transportation cost and operational studies for:

  • movement of phoshphate rock in the Bone Valley of Florida.
  • movement of line and soda ash from Wyoming to a midwestern utility.
  • developing of rail and intermodal costs for Ohio River Basin export coal and nitrogen fertilizers from the Gulf of Mexico to the farm belt states.

M.L. Hall & Associates projects included:

  • 1978 operations study of the Port of Houston switching terminal.
  • operational analysis of a subsidized railroad in Michigan.
  • developing a system for the AAR in a 1977 that analyzed revenues, costs, and revenue/cost ratios for over 37,000,000 carloads of traffic

Ralph Bolstad
Logistics Manager
BBA Traffic Management

Manages third party logistics services including contract negotiations and maintenance. Handles railcar diversions, reviews contracts, negotiates rail freight rates.

Ralph has worked in transportation for 32 years. As a long-time employee of Shell Oil Company, he served as Transportation Manager, Transportation Representative, and Distribution Supervisor. He has managed railroad performance monitoring and served as administrator of Shell Chemical's railroad contracts. He also managed both on-site and off-site warehouses.

Cindy Calvillo
Transportation Specialist

Cindy provides consulting and logistics services for clients. This includes running rail cost analysis and waybill benchmarking software for various consulting projects. She is also responsible for rail rate negotiations, contract administration, filing freight claims for shippers, assists in freight bill problem resolution, rail car diversions, and researches Hazardous Materials Freight descriptions.

Cindy has been employed in the transportation industry for twenty three years. While working at Shell Oil Company, she served as Senior Analyst for the Land Transportation Department. As a member of the SAP Implementation Team at Shell, Cindy assisted with the design and conversion of legacy systems used in supporting the transportation department. She was also involved in overseeing the freight bill audit process.

Michael Wiseley

Michael assists with software sales and marketing (including the web site). He also designs, codes, tests and supports our software applications and databases. Software development work has included:

Michael develops and uses databases in consulting studies that include competitive benchmarking, market share evaluations, variable cost analysis, and transportation cost audits. He has completed several rail competitive bench-marking studies for clients in the polyvinyl chloride, petroleum refining, and polyethylene terapthalate industries.

Prior to joining Commonwealth, he supervised rail and motor freight contract negotiations at Vista Chemical (now Sasol North America). He spent the first eleven years of his career in engineering and project management. His last seven years experience have been in rail transportation, pipeline logistics, and systems development. Previous employers include Enron Capital & Trade Resources, Haldor Topsoe Inc., Vista Chemical, and W.R. Grace & Co.
